1. The People’s Republic of China (PRC) has received a loan from the Asian Development Bank (ADB) toward the cost of Hunan Xiangjiang Inland Waterway Transport Project, and it intends to apply part of the proceeds of this loan to payments under Lot 1: TC-2015-18: Wharf Boats and Lot 2: TC-2015-19: Emergency Boats.
2. The Hunan Provincial Water Transportation Construction & Investment Group Company Co., Ltd. (the Purchaser) now invites sealed bids from all eligible and qualified bidders for the supply of goods and related services described below:

3. Bidding will be conducted through the National Competitive Bidding procedures. The bidding is open to all bidders from Eligible Sources Countries as defined in the Procurement Guidelines of Asian Development Bank (April 2015, updated from time to time), and as defined in the Tendering and Bidding Law and Government Procurement Law of the People’s Republic of China.
4. Interested eligible bidders may obtain further information from Mr. Zeng Yong/Mr. Liu of the Hunan Provincial Water Transportation Construction & Investment Group and inspect the Bidding Documents at the address given below during 8:00~12:00 and 14:30~18:00 (Beijing time) on weekdays, excluding holidays, starting from August 12, 2015.

6. A complete set of Bidding Documents in Chinese may be purchased by interested bidders on the submission of a written application to the address given below and upon payment of a nonrefundable fee of CNY400. The method of payment will be cash or check. At a written request from a bidder and upon payment of an additional CNY50, the bidding documents will be sent by courier.
7. Bids must be delivered to the address below at or before 9:00 a.m. (Beijing time), September 17, 2015. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 9:00 a.m. (Beijing time), September 17, 2015. All bids must be accompanied by a bidsecurity as specified in the bidding documents.
